Drupal has a very "rich" permission system, which also means "complicated" Post here if you cannot access content you think you should be able to get at.

html coding ignored

normal text edit works fine... html font coding test (<small>text</small>) displayed in preview, but was ignored in the posting. probably no issue with respect to default users, unless a [font] button would be integrated

well, not a full blown font

well, not a full blown font facility, probably (would disturb site consistency)... just a couple of font SIZES smaller than default, for input of text of minor relevance compared to the main text, to give examples, quotes, picture titels.... those kind of things...
