Should users be able to tag any content items -- specifically one's they didn't create? This is a feature lacking from sites like Flickr, but it would fit in with the open/wiki way community-vibe we're aiming for.

We would want to allow users to set tagging permissions along with viewing, commenting, etc (ie "only let friends/family tag, comment, etc" "only I can tag my content")

We'd have to decide to keep public contributed tags and contributor tags separately or just throw them all together.
