It seems to me that everywhere I go in Europe people dress one notch above what people in a similar situation in North America would be wearing. Therefor I tend to try to pack one dark suit and some various shirts to swap out for the mood: a pullover, a dark pattern button-down, and a white button-down. That way I'm set regardless.
